采用單一來源采購(gòu)方式的原因及說明：山西廣播電視臺(tái)2025-2025年度圖片購(gòu)買7000張，近一年的用量為15042張，使用到的圖片多來自500px圖庫(kù)、Getty Images圖庫(kù)、美聯(lián)社。在使用的創(chuàng)意類圖片中，500px 圖庫(kù)、GettyImages圖庫(kù)占比最高，超過70%，在資訊類圖片中GettyImages圖庫(kù)、美聯(lián)社占比最高，超過20%;音樂素材購(gòu)買500條，近一年的用量為684條(其中超量使用184條)，音樂品牌EpidemicSound用量最多，超過80%。為了滿足我臺(tái)各頻道頻率及新媒體大屏小屏的圖片及音樂內(nèi)容使用量大、內(nèi)容專業(yè)度高、獲取便捷等需求，需選擇能夠同時(shí)提供以上四個(gè)品牌圖片、同時(shí)一站式提供高品質(zhì)音樂素材的綜合商業(yè)素材庫(kù)供應(yīng)商。 漢華易美視覺科技有限公司是中國(guó)領(lǐng)先的綜合性商業(yè)素材庫(kù)供應(yīng)商，其中圖庫(kù)的圖片包含全球新聞、財(cái)經(jīng)、科技、體育、娛樂、民生、歷史檔案、設(shè)計(jì)素材等，數(shù)量超過5億張，音樂庫(kù)包含背景音樂和音效兩個(gè)品類，涵蓋上百種音樂風(fēng)格，包括但不限于提供MP3、wma等下載格式，數(shù)量超過15萬條。均可通過賬號(hào)在網(wǎng)站www.cfp.cn一站式下載獲取使用授權(quán)。基本涵蓋我臺(tái)所需的各品牌素材。該公司擁有Getty Images商業(yè)圖片庫(kù)在中國(guó)大陸地區(qū)的獨(dú)家代理權(quán);也是2026年第25屆冬季奧林匹克運(yùn)動(dòng)會(huì)官方圖片社，并有法新社、美聯(lián)社、英通社等世界頂級(jí)媒體機(jī)構(gòu)以及員工攝影提供豐富賽事內(nèi)容。漢華易美已收購(gòu)500px品牌并擁有全部版權(quán)。漢華易美擁有音樂品牌Epidemic Sound 在中國(guó)大陸地區(qū)的獨(dú)家代理權(quán)。 該項(xiàng)目符合《中華人民共和國(guó)政府采購(gòu)法》第三十一條及相關(guān)法律法規(guī)規(guī)定，適用單一來源采購(gòu)方式的相關(guān)情形，為了完成該項(xiàng)目，同意本項(xiàng)目采用單一來源方式采購(gòu)進(jìn)行。
